Update to the premium TOS.

I've had some troubles lately with premium so i've updated the TOS page with the new premium rules.

Also i've marked as temporally disabled the hats command to avoid future misunderstandings in new premium players.

There's few grammar issues in there, for example having, "a" instead of, "an."

Also maybe set some rules, I haven't seen any.
